    Fife Council in collaboration with Shelter has put in place online training modules covering the main elements of Welfare Reform. The broad intention is to raise awareness of the changes to help those who engage with affected clients/service users/members and to provide initial advice, support and signposting to a good and consistent standard.

    Who is it for?
    The course has been designed for staff who require an understanding of the changes to the welfare system and how they will affect people in Fife. Learners do not need an in-depth knowledge of current benefits and welfare related work to study this material.

    This training will enable learners to summarise the changes to the benefits system and identify which groups will be affected by welfare reform.

    What's involved?
    The course is made up of 6 modules:

    Module 1 Introduction
    Introduces the training course and supporting information for the learner

    Module 2 - Universal Credit
    • Summarises the proposed timetable for the implementation
    • Details the benefits that UC replaces
    • Explains basic entitlement conditions
    • Discusses claims, payments and the basics of calculating UC
    • Familiarises learners with what is involved when switching to universal credit

    Module 3 -Changes to Housing Benefit & the Benefit Cap
    • Cap on benefits
    • Size restriction for social tenants (Bedroom Tax)
    • Discretionary housing payments (DHPs)
    • Local housing allowance for private tenants
    • Increased Non-dependent deductions
    • Shared accommodation rate extended to under 35s

    Module 4 - Personal Independence Payments
    • Recognise the key differences between DLA and PIP
    • Understand the groups affected PIP

    Module 5 - Scottish Welfare Fund and Other changes to Welfare Benefits
    • summarises the Scottish Welfare Fund and other changes to Welfare Benefits such as, council tax support, changes to the social fund, incapacity and sickness related benefits

    Module 6 - Utilising Fife Advice Services
    • Highlights using welfare reform knowledge when advising clients
    • Summarises referral and signposting process
    • Lists Fife Council Key Policy Area Offices
    • Lists Key Advice Agencies in Fife
    • Lists Contact details of other advice agencies in Fife
