    Yes, you read that right – for the future rounds of ESF funding we will be talking about ESIF. And that isn’t all that is changing.

    Fife Council held an event on 27 November which looked at the potential funding opportunities and cross connection between the Council’s Economic Strategy 2013-20 and the Europe 2020 targets. The presentations from the Council at this event are attached. Presentations on the various transnational European funding strands was also given by ESEC and Scotland Europa this can be accessed here.

    If you don't have time for all that reading then the key points to be aware of are:

    • ESIF 2014-20 employability funding is expected to be delivered through Community Planning Partnerships using an 'enhanced employability pipeline and youth employment strategic initiative' as developed in Dundee and some areas, including Fife, for the 2007-13 programme
    • ESIF will take a commissioned approach to funding for the full seven years – so if you have an idea/project that you think is eligible to receive ESIF funding you need to be in conversation with the Fife CPP now. As a first port of call then get in touch with Pegs at FVA
    • All CPP bids will have to demonstrate their ability to address the Europe 2020 targets
    • The Scottish Government remains committed to ESIF funding going live by the first half of 2014. Currently they are behind schedule but all resources are being channelled to make this possible. At the moment retrospective activity or transitional arrangements are unlikely to be put in place
    • Employability funding will be managed through the Inclusive Growth Strategic Delivery Group (formerly known as Local Development and Social Inclusion). Skills development will be managed through the Smart Growth Strategic Delivery Group
    • Fife Council are also interested in developing bids for the various transnational funding opportunities so if you see a connection for a project you have in mind which doesn’t fit the usual employability pipeline approach then it is still worth getting in touch
    • You will have heard the term simplified costs. Various models are being discussed at the moment with varying degrees of simplicity. We’ll let you know as soon as anything more concrete is available to share
    • At the Third Sector Employability Forum on 28th of November, Scottish Government highlighted considerable scope for the sector under social inclusion and reducing poverty, the papers for which will be issued as soon as available

    Alan Boyle, Chief Executive at West Fife Enterprise, has become something of an expert on ESF over the years and has been making contributions to the national development process on behalf of third sector employment services.
