    As many as 960,000 employees on average were on sick leave for a month or more each year between October 2010 and September 2013 ref. In order to address this, the UK Government has developed The Health and Work Service. This will cover England, Wales and Scotland and will offer non-compulsory medical assessments and treatment plans.

    The aim of the new service is to establish an independent state funded Health and Work Service to make occupational assessments and advice more readily available to employees, employers and general practitioners (GPs) to enable them to better manage sickness absence ref.

    The Health and Work Service is planned to be implemented in the UK during 2014-2015, with delivery starting in October 2014.

    The non-compulsory service will provide:

    • A state funded assessment by a professional with occupational health skills, for employees sick for 4 weeks (or earlier if required), with referral being made by the GP in most instances
    • Advice regarding interventions, with could facilitate a return to work
    • Signposting to other services for support which may fall into one or more of three groups: health related issues, workplace issues and work place adjustments, and non health-related issues and non work issues
    • Case management for those employees with complex needs, to return to work
    • Advice to employers, employees and GPs via phone and an on-line service

    The Scottish Government and Department of Work and Pensions have reached an agreement that the delivery of the service in Scotland will be through the NHS.

    A programme board will be established to oversee the set up and delivery of the Health and Work Service in Scotland. A planning and advisory group is already meeting and engaging with wider stakeholder groups, this has been happening over the past 8 months and will continue.
