Opportunities Fife Partnership Update
Created: 08/04/2014The Opportunities Fife Partnership (OFP) Group, chaired by Councillor Tony Martin, is responsible for delivering on the Fife Community Plan
outcome “Extending employment and skills opportunities”, and this feeds in to the Fife Economic Strategy 2013 – 2023 in the delivery of
Strategic Outcome 1: “Building a Skilled Workforce for the Future” - Removing Barriers to Employability.
The overall mission of the OFP is to develop and oversee the implementation of labour market driven approaches to skills and employability
services for individuals which reflect the needs of employers.
The OFP has created 3 Delivery Groups (DG) to help it achieve its goals these focus on:
1. Increasing Youth Employment (16-24)
2. Supporting Adults into Employment (25+)
3. Increasing access to employment for people with Health Problems or Disabilities

In September 2013 the OFP commissioned a review of Fife’s Employability Pathway, which was conducted by Professor Alan McGregor and his
Training and Employment Research Unit at the University of Glasgow. The executive summary
of the final report was shared with the Partners at the most recent meeting in January 2014.
The key recommendations from the report have been analysed and an OFP Action Plan has been developed to ensure that the key recommendations
are implemented.
An Opportunities Fife Partnership Commissioning Framework which will guide future Fairer Scotland and European Funding spend on employability
was circulated at the last Fife Employability Forum
for comment. This document is currently being developed to further outline these priorities to existing and future providers.
In preparation for the new round of European Funding (2014-2020) the OFP has also commissioned two mapping exercises, through the Delivery
Groups, that are supporting Adults into employment and those with Health and Disability Issues. These two mapping exercises will look at the
existing provision available for ex-offenders and for people with health and disability issues and make recommendations for how funding might
be best directed in the future for these two groups.
Going forward the OFP wishes to fund fewer, larger scale initiatives that will support larger cohorts of clients and increase the number of
job outcomes and positive progressions. Where the Third Sector is not configured to achieve this scale of outcome; engagement and partnership
with other providers will be encouraged. A consortium of interested Third Sector employability providers have been meeting over the past
weeks in order to facilitate this objective and they have been awarded some funding by OFP to help take this forward. If you are interested in
