Opportunities Fife Partnership Research Reports
Created: 10/10/2014Opportunities Fife Partnership has three delivery groups which aim to coordinate strategic level employability work around under 25’s, over 25's and those with a health condition or
disability.
Earlier this year two of the delivery groups commissioned research to further look into employment provision in Fife for two key groups: those with a history of offending and people with
health problems and disabilities.
Both reports will be used to inform strategy and funding decisions within Opportunities Fife, however the information they contain could also be useful to inform development of other project
ideas or funding applications.
OFP Adult Delivery Group – Review of Ex-Offender Employability in Fife, Apex Scotland
The report was completed by Apex Scotland and presents the findings from information gathered through consultation with key agencies involved in the support of (ex-) offenders, service
users, employers and desk based research. The main finding of the report is that there is under-recording of the numbers of clients in the system with a history of offending and that as of
June 2014 there is no specialist, targeted employability support provision for (ex-) offenders in Fife.

OFP Health and Disabilities Delivery Group – Review of Disability Employment Support in Fife, Pippa Coutts & Sarah Shimmen.
The Review of Disability Employment Support in Fife was produced by Pippa Coutts and Sarah Shimmen, both leading experts in this field. The report maps current provision and undertook
extensive consultation with service providers, service users and their carers to identify recommendations for improving provision for this client group in Fife.
The term ‘disabled people’ covers a broad spectrum of need. The report focussed on those with long-term health conditions or more severe disabilities. The review found disabled people and
people with long-term conditions’ general aspiration for paid work is neither matched by the quantity nor the quality of specialist service provision in Fife. There is a need for any new
provision to build on the existing evidence base around a ‘work-first’ approach to supporting people into employment.
